Accessibility

The nearest road head for the Project site is Phungling, the district headquarters of Taplejung which is 235 km from the East-West highway point at Charali, Jhapa District. This road is also referred to as 'Mechi Highway' or 'Highway 07' and is a two lane black-topped road spanning about 268 km from Kechana of Jhapa to remote north of Taplejung through Ilam. Both Headworks and Powerhouse sites are accessible from the district headquarter via a 15 km and 17 km long separate earthen roads respectively. There is also an airport at Suketar, about 4 km from Phungling. The flights connecting Suketar and Bhadrapur are available daily however the flights connecting Kathmandu and Suketar are not regular. The Tamor Corridor Road further enhances accessibility by linking the Terai region at Biratnagar through Dhankuta, Terhathum, and Panchthar to Taplejung, significantly reducing travel time compared to the Mechi Highway route. The total road distance from Biratnagar to Phungling via this corridor is about 270–300 km, with most sections upgraded to two lanes, though some stretches remain unpaved or under construction. This improved connectivity is vital for the mobilization of manpower, machinery, and construction materials, ensuring smooth project operation and maintenance.

In addition, Suketar Airport, located about 4 km from Phungling, provides scheduled flights connecting Suketar and Bhadrapur, although flights to Kathmandu are irregular.
